Every capital project ends the same way: someone has to turn invoices, timesheets, and contractor pay requests into accurate plant records. This course shows you how to do it under GASB and the NARUC Uniform Systems of Accounts, the same way every time.

Built side by side for water and wastewater, the course follows the full life of a capital dollar - from authorization and CWIP, through overheads and interest during construction, to plant in service, depreciation, and retirement. Two case studies from a real year of water main replacement projects walk you through a contractor's final pay request and the retirement of replaced mains from start to finish.

You also leave with six downloadable templates for calculating labor, materials management, equipment, and administrative overheads and for allocating contractor project costs, so you can apply what you learn to your own projects right away.

Why Construction Accounting Drives Your Rates

Capital vs. expense, cash-needs vs. utility-basis ratemaking, the capitalization threshold, and retirement units vs. minor items.

Navigating the NARUC USoA

The water and wastewater systems of accounts, plant accounts by function, and Accounting Instructions 19, 20, 27, and 28.

The Four Cost Types

Labor, materials, direct costs, and overheads - and how to separate installation, maintenance, and cost of removal.

Developing Standard Units

Water and wastewater retirement units, the anatomy of a standard unit, and real-world unit costs.

Developing Labor, Stores, and Equipment Overheads

Building and applying a labor overhead rate, the stores expense loading on materials issued, and hourly equipment rates through clearing accounts.

Interest During Construction: GASB 89

Expensing construction interest, the GASB 62 regulatory asset exception, and a worked comparison.

Direct charging first, the 3-point allocation of shared services, and the construction share.

Contributed Capital

Developer-donated plant, system development charges, and CIAC under GASB and NARUC.

Case Studies: The Final Pay Request and Retiring Replaced Mains

Allocating a contractor's final pay request to retirement units and plant accounts, testing the unit costs, and estimating original cost with the Handy-Whitman Index to retire the oldest vintages first.

Closing Work Orders and Putting It All Together

In-service dates, unitization, retirements, and continuing property records - plus key takeaways, the overhead rates at a glance, and your learning path.
